TEDSI INFRASTRUCTURE GROUP, founded in Houston in 1984, is a well established Texas-based professional services firm headquartered in Mission with offices in Houston and San Antonio, Texas.
Dedicated solely to comprehensive “Traffic and Transportation Infrastructure Improvements”, TEDSI’s staff has decades of extensive experience in planning, engineering, design and implementation.
This practical experience defines every design project and has propelled TEDSI to achieve technical excellence.


Leadership Team

Jesse Salinas
President & CEO
Mr. Salinas has over 30+ years of comprehensive experience in design management of traffic and transportation infrastructure projects. He has directly been involved with the design and development of construction plans for roadway geometric design improvements, traffic control systems, signalization, signing, pavement markings, illumination and traffic control plans. His relevant experience includes project direction, quality control/quality assurance, bid tabulations review and recommendation of contractors and construction management services of TXDOT, counties, and cities.

Jules M. Morris, Jr., P.E.
Executive Vice President
Mr. Morris has over 30+ years of experience in roadway design and traffic engineering. His past roadway design experience includes both preliminary and final roadway geometry utilizing RDS roadway CADD schematics, roadway widening, bike pathways, parking lot design and drainage improvements. Traffic engineering experience includes freeway capacity/level of service analysis, traffic impact studies, signal warrant studies and the design of traffic control plans, traffic signalization, intelligent transportation systems (ITS), signing, pavement markings and roadway illumination.

Paul E. Bright, P.E.
Vice President
Mr. Bright has over 30+ years of experience in Schematic and PS&E experience for both urban & rural roadways including controlled access freeways & multilevel interchange projects. Design experience includes roadway geometrics, drainage, traffic control plans, pedestrian facilities for both widening and reconstruction projects. Project management experience includes applying innovative techniques, budgets & schedule, utility coordination, public involvement, as well as internal team coordination and client communication.
